Looking at Atanas Shishkov's tapping article, i am not sure whether to sweep pick and tap, or just hammer-on and tap all the notes, with no picking. Any suggestions?

One of my favourite ways of playing arpegios, is to hammer every single note (Satriani style). To me I find it more fluid sounding than sweeping.

I think Atanas wanted to leave that up to the player, cuz there are several ways to play this kinda stuff.
Pictured below, you can see two possible ways...

Bar1:
This is a combination of picking / sweeping and legato ( + tapping ). It requires to pick above the neck... after you tap at the 17th fret, your picking hand should remain in that area of the neck, picking the notes there, so the hand is in the right place when itīs time to tap at the 17th fret again.

Bar2:
This is similar to what Oceano suggested... the notes are hammered on with the right hand ( hammer-onīs "from nowhere" ). This gives a smoother sound. Satriani and Shawn Lane are two guys who use this kind of approach.
Requires some good muting and legato technique.

Remember: there are several ways to play this kinda stuff, itīs up to you... what is easier for you ? What sounds better to you ?

You can mute the strings by gently resting the palm of your right hand on the nut. Looks "impressive" also :)

You can also wrap a hair band around the guitar neck on the first fret close to the nut. This will mute the open strings, and free up both of your hands. I find this great for doing two hand tapping stuff.
