Think about what you are really asking here.
Do more people tie their left shoe lace or right shoe lace first?
(How in the hell can you answer this?)
    How do you do it?
Or how do I do it ?
I can tell you how I have done it.
But do more people do it this way or that way?
You would have to poll everyone in the world to get the answer, and that is not very practical or likely.
The only answer is yes and both.
Some people write lyrics and then write music ( or give the lyrics to someone to write music for it)
Some people write music first and then write lyrics to it( or let someone else write thte lyrics).
Some people do them at the same time.
Some people never write music or never write lyrics.
Some people only write music some people only write lyrics.
Some people use all the above methods.

My suggestion to you is write lyrics if you are inspired to do so, write music if you are inspired to do so. If your lyrics are good then try to be inspired to write music to suit them and vice-versa.

You may want to browse around

    http://www.songwritersresourcenetwork.com/

and see if there are discussions on this topic. Do a web search on 'songwriting' 'songwriters' or 'writing lyrics'--a basic approach that will lead you to lots of interesting stuff, on topic and off.

You can tell, can't you, when you listen to some tunes, that it seems the writers 'tried' to fit the lyrics to the music? I mean, that may NOT be what they did, but it sure sounds like it sometimes, eh? Poor poetry or just goofy turns of phrase to 'make it fit'?

So, that happens, I think. But it's got to be all over the board; and while some artists may have a favorite way, some may do it differently each time. It's art...not engineering!!
